The Department for Transport is lifting the one piece
of hand baggage per passenger limit at 19 UK airports
from 7 January, although airlines can still apply their
own rules.
In a statement the DfT said it had approved new security
arrangements at Aberdeen, Benbecula, Birmingham, Cambridge,
Cardiff, Heathrow, Inverness, Islay, Kirkwall, London
City, Manchester, Plymouth, Prestwick, Southampton,
Southend, Stansted, Stornaway, Sumburgh and Wick airports.
Work is ongoing to ensure that the necessary
screening capacity is in place to be able to handle
the additional cabin bags, whether by the use of new
technology and procedures, or by deploying extra staff
or other resources, the DfT said, adding that
the list would be updated as other airports were approved
over the coming months.
However, it warned that airlines may continue to
apply their own operational restrictions on hand baggage,
and in view of this advised passengers to check with
their carrier before travelling.
The one bag rule was introduced in the wake of the
failed terrorism plot of 10 August 2006. A ban on liquids
exceeding 100ml in hand baggage, introduced at the same
time, remains in place at all UK airports.

British Airways Hand Baggage Policy
Following an announcement by the UK Department for
Transport that it has given approval to a number of
UK airports to remove the one-bag restriction on hand
baggage, British Airways will re-introduce its two-piece
cabin bag allowance for passengers departing London
Heathrow, London City, Aberdeen, Edinburgh, Glasgow
or Manchester with effect from January 7th, 2008.
The changes mean that all customers departing or transferring
through London Heathrow, London City, Aberdeen, Edinburgh,
Glasgow or Manchester will be able to carry two pieces
of hand luggage through security from this date.
The one-bag restriction will remain in place at a number
of airports where British Airways operate including
London Gatwick, Jersey, Newcastle, and Newquay. These
airports are expected to remove restrictions in line
with new UK Department for Transport guidelines in due
course.
Customers flying from or transferring through UK airports
should check with the transferring airline or with the
airport operator before traveling. This includes customers
who fly from another UK airport and transfer through
Heathrow, London City, Aberdeen, Edinburgh, Glasgow
or Manchester.
Restrictions on the quantity of liquids allowed through
airport security search remain in place.
Customers must ensure that all liquid containers do
not exceed 100ml and are carried in a clear, re-sealable
plastic bag that can be easily closed.
Other security restrictions also remain in place, such
as the requirement for laptops and shoes to be screened
separately.
British Airways hand baggage allowance is:
- One bag no bigger than 56 cm x 45 cm x 25 cm (22
inches x 17.5 inches x 9.85 inches) (including wheels,
pockets and handles)
- In addition, one briefcase or laptop sized bag
- a 23KG max bag weight applies and the customer must
be able to lift the bag into the overhead locker in
the aircraft cabin unaided
